David joined the Hong Kong Police as a Police Inspector in 1977 and retired in the rank of Assistant Commissioner in 2012.  He graduated from the Chinese University of Hong Kong (CUHK) in 1985, majoring in Sociology, and obtained a Bachelor of Social Sciences in Sociology (Honours) in 1985. He attained the Master of Social Sciences in Criminology, Hong Kong University (HKU) in 1990 and a PhD in Sociology, CUHK, in 2012. He has extensive experience and knowledge of operational and management work at the senior level including crisis management and media handling, criminal investigations of serious and complex crime, international cooperation and liaison against transnational crime.

While serving as the Head of the Police Force’s Crime Wing, he commanded Commercial Crime Bureau, Organized Crime and Triad Bureau, Narcotics Bureau, Criminal Intelligence Bureau and other bureaus.  He was responsible for the formulation of strategic planning in criminal investigations matters.  During this tenure, he represented the Hong Kong Police to attend and deliver key messages in meetings and conferences in many places around world, including the Netherlands, France, England, the United States, Canada, Mexico, the Philippines, Macao and Mainland China. 

After his retirement in 2011, David started his teaching in HKU and CUHK.  At the same time, he has taken up a few community services which included serving in the Research Ethics Committee, Hospital Governing Committee of Queen Elizabeth Hospital, and as a Specialist in the Hong Kong Council for Accreditation of Academic & Vocational Qualification.  He is also currently serving as an Honorary Advisor of the Hong Kong Police College.  

David was awarded the Police Meritorious Service Medal in 2005, Police Distinguished Service Medal in 2011 and World Outstanding Chinese Award 2013.
