Mr. Chan is a practicing lawyer in Hong Kong. He graduated from the Chinese University of Hong Kong in 1985, majoring in Politics and Administration, and obtained a Bachelor of Social Sciences. In 1990, he obtained a Bachelor of Laws from Cardiff University in the United Kingdom, and obtained a Postgraduate Certificate in Laws from the University of Hong Kong in 1992. In 2011, he obtained a Master of Arts in Comparative and Public History from the Chinese University of Hong Kong. He is currently a partner of Sun Lawyers LLP and concurrently the deputy director of the Jinqiao Sun Lawyers (Nansha) Joint Venture. Before studying law, Chan served in the Hong Kong Police Force for 14 years, starting as a low-ranking police officer, and was a senior inspector when he resigned to study law.

He became a Hong Kong lawyer in 1994, obtained the qualification of the solicitor of England and Wales in 1995, became a notary public appointed by the Ministry of Justice of China in 2019, and obtained the qualification of the solicitor of the Guangdong-Hong Kong-Macao Greater Bay Area in 2024. As a practicing lawyer, he is best at criminal litigation, intellectual property protection, immigration regulations, and related business in mainland China. In recent years, he has also handled many civil and commercial laws and inheritance cases involving both China and Hong Kong. From 2001 to 2007, he worked in Shanghai and Beijing for a long time. During this period, he was responsible for intellectual property protection work in two international companies. He also served as the CEO of an investigation company in Shanghai founded by Hong Kong people, mainly responsible for counterfeiting infringement and business information investigation in mainland China.
